Short answer: Yes. A UK founder can register a Singapore private limited company, but ACRA requires foreigners to engage a registered corporate service provider, and the company needs at least one director who is ordinarily resident in Singapore (Companies Act s145(1)). UK tax rules sit outside ACRA, so check them with HMRC or a UK tax adviser.

What does it cost?
ACRA charges fees for the name application and for registration, set out on ACRA's site. For AAA's packages, what each includes and current fees, see our pricing page. Source: ACRA.
How does registration work from the UK?
Your corporate service provider files the registration through Bizfile using Corppass. With AAA, we work with you on the documents and identity verification before we file. ACRA says most registrations are approved soon after payment, and complex applications may take longer. Source: ACRA.
UK tax rules that sit outside ACRA
GOV.UK says whether you pay UK Income Tax on foreign income depends on whether you are classed as resident in the UK for tax. It says UK residents will normally pay tax on foreign income, lists foreign investment income such as dividends as an example, and says you may be able to claim relief if you are taxed in more than one country. How this applies to a Singapore company and your own position is for a UK tax adviser or HMRC. AAA does not give UK tax or legal advice. Source: GOV.UK, tax on foreign income.
Tax treaty between Singapore and the UK
IRAS publishes the Singapore-UK agreement for the avoidance of double taxation (concluded 12 February 1997). The UK government's Singapore treaty page says the 1997 agreement was amended by protocols in 2010 and 2012 and has been modified by the Multilateral Instrument. How the agreement applies depends on your facts, so take tax advice. Source: IRAS · GOV.UK: Singapore tax treaties. For Singapore's own company tax rules, see our corporate tax guide and IRAS.
If you plan to move to Singapore
If you want to move to Singapore to run the company, ACRA says you need a work pass, and MOM decides pass applications. Read our guide to starting a company on an EP, EntrePass or Dependant's Pass, and check MOM's passes and permits pages. AAA does not apply for work passes or give immigration advice.

- Will you or the company need advice in your home country on tax or reporting before you incorporate?
